Google will allow us to rate search results.
It’s a turning point for the search engine because it allows users to tell their own opinion about sites.
This feature reflects the web 2.0 philosophy and looks like a social networking tool (StumbleUpon etc)!
Users, in fact, will be allowed to thumb up/down sites:

This button will move the result to the top of the page and add this orange marker 
next to it so you can easily recognize it. The result(s) you promote will appear at the top whenever you search for the same keyword(s) in the future.
Don’t like it ?
This button will remove the result, and it will remain hidden when you search for the same keyword(s) in the future.”
These buttons will let you say what you think about a site:
it’s social…. it’s 2.0 !!!

I’m happy about how social the Internet is becoming. It is much easier to find a good source when you know people just like you have given then ratings versus the government and large corps.The Internet should always be about and fore the people.

This is a neat idea. I wonder if google will ever do this? Google kind of tracks votes by clicks but voting would be better
